However, at other times, the nature technological change may force states to engage in competitive behavior, precluding cooperation and increasing the probability of conflict. Examining a diverse set of cases, including the Washington Naval Conference, The World Disarmament Conference at Geneva, the Baruch Plan for the International Control of Atomic Energy, and the SALT I Accords (including the ABM Treaty), this volume presents a persuasive, comprehensive and interesting contribution to the literature on arms racing and arms control, and should be of interest to students of international relations theory and security studies. By presenting a theoretical-informed model that explicitly links the security strategies of states to their choices about development and deployment of new weapons and, consequently, their willingness to engage in arms control cooperation, this book provides an important refinement upon existing theoretical and historical approaches.

A better understanding of technological change in IR

This is a great book that does a great job at focusing on an important variable that is often overlooked in the study of international relations (IR): the role of technological change. As the author points out in the book, technology is an understudied aspect of IR, but this work does a good job of trying finding a place for this complex variable. The author's goal is to explain the conditions that push states to cooperate through arms control. How do these technological innovations in military hardware affect the security environment of states and how does this variable (and others) make cooperation/arms control more/less likely to happen are explored in this book by examining four different arm control situations in history: the Washington Naval Conference, The World Disarmament Conference, The Baruch Conference and the Atomic Bomb and the SALT I Accords.
The theoretical foundation of the book pulls together defensive and offensive realism and works to marry them into a new theory to explain why these powers cooperated and under what conditions that cooperation became more likely as well as understanding how these technological changes influence the security strategies of states. Dr. Kearn does a good job of outlining his hypotheses and offers some excellent alternatives as he explores four arms control agreements using a variety of rationalist approaches to explain how and why cooperation happens even though anarchy is ever present.
This is definitely not an easy topic to cover given the ever present constant of technological change, but the author gives us a lot to digest, and his approach opens the door to further study on this understudied but important variable of technology in IR.
